Local Government Reform (LCDAs) • Creation of 37 New Councils: To take governance closer to the grassroots, Tinubu created 37 new Local Council Development Areas (LCDAs) in 2003, bringing the total to 57. Despite the seizure of funds by the federal government, he maintained these councils and, following a Supreme Court ruling, they became a cornerstone of his governance, facilitating local development.
