Why FEPM exists
The Fulfilling Electoral Promises Movement (FEPM) is a civic initiative of the Dr. Charles Muoka Foundation (DCMF), established to advance civic awareness and sustainable development through an informed and engaged citizenry.
We exist because campaign promises are too often made in public and forgotten in private. FEPM changes that by giving every promise a permanent, public record — tracked from the day it is made, through every stage of delivery, backed by verifiable evidence rather than rhetoric. In doing so, we promote public access to credible information and strengthen citizens' capacity to make informed decisions in critical circumstances, from election day onward.

Dr. Charles Muoka is the Chairman and founder of the Dr. Charles Muoka Foundation (DCMF), the parent organization behind the Fulfilling Electoral Promises Movement. He founded FEPM as a database platform creating awareness of the promises of political leaders and the evidence of their fulfilment which helps the electorates to easily identify reliable leaders who keep their word to ensure that only such leaders are elected into office.
This solution overcomes the electorates overwhelming mistrust of political leaders; thus, deepening democracy and sustainable development.
Under his leadership, DCMF has championed civic awareness and sustainable development as tools for empowering ordinary citizens — giving them credible information and a real voice in holding elected leaders to their word.
His vision for FEPM is a Nigeria where campaign promises are treated as public oaths, tracked openly from the campaign trail to delivery, so that citizens can make informed decisions grounded in evidence rather than rhetoric.
Dr. Muoka continues to guide the movement's direction and partnerships, working to scale FEPM's reach so that every Nigerian, in every state, has access to a transparent record of the promises made in their name.
