SECOND TENURE CAMPAIGN PROMISES 2003 – 2007
Description
- Expansion of Public Transportation: Moving beyond initial reforms, he promised to advance the Lagos Rail Mass Transit and Bus Rapid Transit (BRT) systems, establishing the Lagos Metropolitan Area Transport Authority (LAMATA) to oversee this.
- Road Network Expansion: Promised further investment in major road projects, including the initiation of the Lekki-Epe Expressway and expansion of the Ojodu-Berger Road.
- Environmental Management: Upgrading the, then newly created, Lagos Waste Management Authority (LAWMA) to tackle waste management and flood control through drainage projects, such as the Oshodi-Abule Egba channel.

• Creation of LAMATA and BRT: Following his 2003 pledge to fix traffic, he established the Lagos Metropolitan Area Transport Authority (LAMATA) and initiated the Bus Rapid Transit (BRT) system to modernize public transportation. • Road Network Expansion: Significant investments were made in road infrastructure, including the rehabilitation of major roads and the expansion of the Lekki-Epe Expressway, which was handled via a Public-Private Partnership (PPP) model. • Lekki Free Trade Zone: In 2003/2004, the conceptualization of the Lekki Free Trade Zone began, aimed at creating a new economic hub to attract foreign investment.
