Evidence: Established the Office of the Public Defender (OPD) and the Citizens Mediation Centre (CMC) to provide free legal services for the poor. Evidence: Created 37 Local Council Development Areas (LCDAs) in 2003 to bring governance closer to the people (a move that caused conflict with the Federal Government but was eventually validated by the Supreme Court).
